			<content:encoded><![CDATA[<p>Visa and MasterCard on Friday were trying to determine the extent of a possible security breach at a third-party vendor that experts say could compromise the credit-card and debit-card information of millions of Americans.</p>
<p>The two companies say they have notified law enforcement officials and alerted banks about the potential data theft <a href="http://www.windowskeymart.com/Windows-7-Key/" title="Windows 7 oem key">Windows 7 oem key</a>, even as they seek to assure customers that their own systems had not been breached.</p>
<p>Both companies also emphasized that customers are not held responsible for any fraudulent purchases made on their cards.</p>
<p>George Ogilvie, a spokesman for the Secret Service, confirmed that the agency is investigating the matter but declined to elaborate, saying the inquiry is ongoing.</p>
<p>The security lapse involved Global Payments, an Atlanta-based firm that describes itself as “one of the world’s largest electronic transaction processing companies.”</p>
<p>In a statement Friday afternoon, Global Payments said it had determined in early March that “card data may have been accessed.” It said that company officials immediately contacted federal law enforcement, brought in information technology forensics experts to investigate and notified “appropriate industry parties to allow them to minimize potential cardholder impact.”</p>
<p>“It is reassuring that our security processes detected an intrusion. It is crucial to understand that this incident does not involve our merchants or their relationships with their customers,” Global Payments chief executive Paul Garcia said.</p>
<p>Global Payments stock fell more than 9 percent on news of its involvement in the data breach before trading on it was halted about noon EDT. The company said it was continuing to investigate and would hold a conference call at 8 a.m. Monday.</p>
<p>Both Mastercard and Visa on Friday were quick to assure customers that their own systems remained safe and that they had alerted banks to any potential problems.</p>
<p>Mastercard said in a statement that its “own systems have not been compromised.” Visa officials also insisted that there had been “no breach of Visa systems” and that it had contacted card issuers with details about accounts that might have been compromised “so they can take steps to protect consumers through independent fraud monitoring and, if needed, reissuing cards.”</p>
<p>In addition to notifying law enforcement and banks, MasterCard said Friday that an independent data-security organization was conducting an ongoing forensic review of the matter.</p>
<p>Brian Krebs, a computer security expert who first reported the theft on his blog KrebsonSecurity.com, wrote that sources in the financial sector had described the data theft to him as “massive” and believed it could involve more than 10 million compromised card numbers.</p>
<p>Avivah Litan, a Maryland-based fraud analyst at the information technology research firm Gartner, said Friday that she had spoken with contacts in the card business “who are seeing signs of this breach mushroom” and also believe the number of compromised numbers would reach into the millions. She said it appears that the breach at least partially involved a parking and garage company i n the New York City area.</p>
<p>“The industry has spent billions of dollars on trying to secure the payment systems. &#8230; They have been at this for years, trying to get merchants and payment processors and taxicabs and everything to secure their payment systems, and it’s just not working <a href="http://www.windowskeymart.com/Server-2003-Key/" title="Server 2003 Key">Server 2003 Key</a>,” Litan said in an interview.</p>
<p>She said the United States lags behind many countries that have migrated to microchip technology in credit cards <a href="http://www.windowscodestore.com/" title="Buy Windows 7 Product Key">Buy Windows 7 Product Key</a>, which have cut back significantly on fraud. “We’re the only developed country that’s not using it,” Litan said.</p>
<p>Neither MasterCard nor Visa actually issues cards to consumers or lends money. Banks such as Wells Fargo and Bank of America typically issue the cards, while MasterCard and Visa oversee the individual transactions and charge merchants fees each time a card is swiped.</p>
<p>The latest incident is part of an ongoing string of electronic attacks against corporations, schools and government agencies that have repeatedly put the confidential information of Americans at risk. Last June, for instance, hackers breached a network at Citigroup and gained access to credit card data for more than 360,000 North American customers.</p>
<p>According to a report by the research firm Javelin, identity fraud increased during 2011 by 13 percent, and more than 11.6 million U.S. adults became victims.</p>
<p>One key factor behind the increase in fraud, the firm found, was the 67 percent increase in the number of Americans affected by data breaches. Research showed that victims of data breaches are 9.5 times more likely to fall prey to identify fraud than customers who had not received notice of a potential data breach.</p>

<p>The U.S. Federal Communications Commission has the power to deny a license renewal if it finds the license is not being used by people of good &#8220;character&#8221; who will serve &#8220;the public interest.&#8221;</p>
<p>But former FCC officials and other experts say the agency has been loath to use that power in the past, and is highly unlikely to challenge News Corp&#8217;s 27 Fox U.S. television licenses despite calls from a Washington-based ethics watchdog to do so.</p>
<p>&#8220;As a result of Reagan-era deregulation and broadcaster-friendly legislation in 1996, it is very, very hard for the FCC to take away a license,&#8221; said communications lawyer Andrew Schwartzman.</p>
<p>Last week, a British parliamentary report scolded News Corp&#8217;s British newspaper arm for misleading a five-year investigation into the hacking of the phones of politicians, murder victims, soldiers and celebrities, and said Murdoch was &#8220;not a fit person&#8221; to oversee a major international company.</p>
<p>The report dropped a heavy hint to British communications regulator Ofcom, which is investigating whether satellite TV provider BSkyB is a &#8220;fit and proper&#8221; broadcaster. News Corp has a 39 percent ownership stake in BSkyB.</p>
<p>In the United States, the FCC can refuse to renew the license of a U.S. TV station if it has evidence of misconduct involving that particular station.</p>
<p>&#8220;The only other way a license can be lifted is by revocation, which is a years-long process in which the FCC has an extremely high burden of proof,&#8221; said Schwartzman, long-time policy director of the recently closed public interest law firm Media Access Project.</p>
<p>Murdoch and his &#36;50 billion global media empire have been mired in the explosive phone hacking and bribery scandal since last summer, when evidence emerged that the now-shuttered News of the World tabloid hacked into voicemails of a missing British schoolgirl. News Corp and its 81-year-old chief executive are the subject of multiple British inquiries.</p>
<p>The FBI last summer opened its own investigation into possible phone hacking or other illegal reporting activities in the United States. Private lawyers have pursued their own inquiry into whether News of the World hacked the phones of 9/11 victims.</p>
<p>To date, however, the FBI inquiry has found no evidence such practices were employed by journalists in the United States, a law enforcement source said.</p>
<p>&#8220;My guess is what happened in London, stays in London <a href="http://www.mindwatches.com/" title="replica watches">replica watches</a>,&#8221; said former FCC Chairman Reed Hundt.</p>
<p>The FCC and News Corp declined to comment for this story.</p>
<p>POLITICS</p>
<p>Citizens for Responsibility and Ethics in Washington (CREW) last week sent a letter to FCC Chairman Julius Genachowski asking the FCC to revoke News Corp&#8217;s U.S. licenses. It also sent letters to the House and Senate Commerce Committees asking for hearings into whether Rupert and his son James Murdoch meet the FCC&#8217;s character standards.</p>
<p>Medley Global Advisors analyst Jeffrey Silva said that any attempts by the FCC to threaten the Fox network could be entering dangerous political territory, especially during a presidential election year, as Fox is associated with conservative political expression in the United States.</p>
<p>&#8220;The idea that a Democratic administration, a Democratic Justice Department <a href="http://www.atallwatches.com/" title="replica watches">replica watches</a>, a Democratic FCC would go down the road of license revocation proceedings against Fox, especially during an election year, would cause a firestorm,&#8221; Silva said.</p>
<p>&#8220;The backlash would be that Democrats would be portrayed as trying to censor conservative political expression,&#8221; he added.</p>
<p>Barring massive, overwhelming proof of wrongdoing and illegal activity within the United States that can be directly tied to high-level personnel at Fox stations, Silva said Fox&#8217;s broadcast licenses were not in any near term jeopardy.</p>
<p>Murdoch is no stranger to tussles with the FCC. He battled the agency in the mid-1990s over whether his TV stations were actually foreign-owned.</p>
<p>The Australian-born Murdoch took U.S. citizenship in 1985 to meet FCC rules requiring U.S. broadcasters be controlled by U.S. nationals. But the rules also stipulate that only 25 percent of a U.S. TV station can be owned by foreign investors.</p>
<p>The official inquiry was led by Hundt, who was chairman of the FCC and who employed current FCC Chairman Julius Genachowski as counsel at the time.</p>
<p>&#8220;The FCC concluded that Fox had technically violated the foreign ownership rules but because they brought new competition to the entrenched big three networks &#8211; ABC, CBS, NBC &#8211; they weren&#8217;t going to take their licenses away,&#8221; said an industry source familiar with the matter.</p>
<p>The last time the FCC pulled a license was when it stripped RKO General of its licenses in 1987, a battle that took 20 years to play out.</p>
<p>The FCC ruled that the broadcaster had shown a &#8220;lack of candor&#8221; in not disclosing details of a federal investigation into bribery and anticompetitive reciprocal trade practices committed by its parent company General Tire in the 1960s.</p>

<p>That mission was accomplished tonight when the Chargers earned their first bid to the NCAA Division II South Regional since 2001.</p>
<p>UAH (31-22) will take on Lynn University (34-13) Thursday afternoon at 3:30 at the University of Tampa.</p>
<p>&#8220;To have an opportunity to play in the NCAA tournament is exciting,&#8221; Eiland said. &#8220;That&#8217;s why you play the game.&#8221;</p>
<p>UAH coach Hunter Royer agreed.</p>
<p>&#8220;It&#8217;s special <a href="http://www.maindresses.com/herve_leger_dress-herve_leger.html" title="Herve Leger sale">Herve Leger sale</a>,&#8221; Royer said. &#8220;It&#8217;s exciting. We&#8217;re really pumped up about it. I can&#8217;t say enough about them. We&#8217;re ready to go.&#8221;</p>
<p>The Chargers are 29-12 in their last 41 games after opening the season 2-10. Because of that, third baseman Eric Deese likes UAH&#8217;s chances.</p>
<p>&#8220;It&#8217;s great to be going to the tournament,&#8221; he said. &#8220;We&#8217;re really looking forward to it. It&#8217;s a blessing to be a part of this team. The way we started and fought through some tough times earlier in the year makes this special. We&#8217;re playing well and hopefully we can carry it into the regional.&#8221;</p>
<p>The Chargers enter the field as the sixth seed, while the Knights are the third seed.</p>
<p>Lynn swept UAH in a four-game series back in March, winning 7-1, 3-2, 6-4 and 10-9.</p>
<p>&#8220;They&#8217;re a great team,&#8221;&nbsp;Deese said. &#8220;They&#8217;ll be tough to beat. It&#8217;s going to be a battle <a href="http://www.massherveleger.com/dkny_dress-herve_leger.html" title="Buy DKNY Dresses">Buy DKNY Dresses</a>, but it&#8217;s going to be fun.&#8221;</p>
<p>Royer said both teams have changed since that earlier series.</p>
<p>&#8220;They&#8217;re a lot better than they were then and we&#8217;re a lot better, too,&#8221; he said. &#8220;It&#8217;s going to be a great baseball game.&#8221;</p>
<p>UAH was ranked fifth in the final regular season poll, but dropped a spot when the poll was released tonight.</p>
<p>&#8220;We thought we were going to be ranked a little higher,&#8221; Deese said. &#8220;We&#8217;re in the tournament and that was our goal at the beginning of the season and we&#8217;ve got a chance to do something special.&#8221;</p>
<p>Royer said the rankings don&#8217;t mean much at this point.</p>
<p>&#8220;We&#8217;ve got to get in there and battle and beat whoever we play,&#8221; he said.</p>
<p>This is UAH&#8217;s fifth NCAA regional appearance in school history. The Chargers are 6-8 all-time in the tournament.</p>
<p>The rest of the field has No. 1 Tampa (38-8) hosting No. 8 Stillman (29-16), No. 2 Delta State (40-12) taking on No. 7 North Alabama (39-16) and No. 4 West Florida (34-17) taking on No. 5 Nova Southeastern (33-13).</p>

<p>Honda, for its part <a href="http://www.intattoodepot.com/" title="Tattoo Supplies">Tattoo Supplies</a>, tried to nail it down with the CR-Z, which was supposed to be a hybrid sport-hatch, but like the Lexus CT 200h, it ended up lacking in the &#8220;sport&#8221; part of the equation. Which is why this latest development has caught our attention.</p>
<p>Just a few weeks ago at the Tokyo Motor Show, Honda showed off a tempting little package called the EV-STER. The concept spoke of a zippy little ride around town, all on electric power. Now, reports are indicating that <a href="http://www.supertattooinks.com/" title="Tattoo Supplies">Tattoo Supplies</a>, based on positive feedback from the show, Honda has already decided to green-light the project and put it into production. Sources suggest it will be ready sometime in the new year ahead, and could offer a more conventional gasoline engine in addition to the electric powertrain.</p>
<p>Of course none of this is to say that Honda would bring the production EV-STER to the North American market, but we&#8217;ll be excited if it gets built at all.</p>
